Webinar on the Just Transition of Coal Mining Regions

On November 9th  2021,  the first session of a series of webinars on the just transition of coal mining regions took place. The seminar was organized by the Representation of the Friedrich Ebert Foundation in Ukraine and the Kyiv School of Energy Policy. Representatives of NGOs, local governments, the national government, trade unions, and the industry followed the presentation of Hanna Brauers, an expert for coal phase-out in Germany, representative of the Research Group CoalExit, Europa-Universität Flensburg, guest researcher at Technische Universität Berlin and the
German Institute for Economic Research.

Hanna Brauers started her talk by introducing the current trends of global and European coal use. Not only since the COVID-19 pandemic global coal markets are shrinking. The global peak of coal use was already reached in 2014. Since then, primarily the United States and the EU accounted for the decline while developing countries increased their coal usage. However, in the future, stricter environmental regulations, decreasing investments, and the limited profitability of companies in the coal industry will lead to further reductions in global coal usage.

After the introduction, a short survey among the participants revealed which difficulties, e.g., social problems and financing, they see regarding the coal phase-out in Ukraine. Afterwards Hanna Brauers offered profound insights into the just transition approaches applied in Germany and thus provided valuable information for shaping the coal phase-out in Ukraine. By comparing the just transition policies implemented in different regions in Germany and their results, the expert showed how important it is to think long-term and tailor the policies to the specific local circumstances. Hanna Brauers named four components that should be integrated into the strategic government of the coal phase-out:

1. generating economic activity
2. improving the infrastructure
3. maintaining social cohesion
4. establishing effective institutions.

The next webinar on the coal transition in Poland on November 16th, 2021, will widen the perspective on the topic and offer even more approaches to just transition.
