Confidence building measures and the transnistrian conflict: can Moldova's experience be beneficial for Ukraine

Russia's aggression against Ukraine has drawn attention to the issue of "frozen conflicts" and the experience of their settlement. The Transnistrian conflict can be considered similar to the hybrid war against Ukraine both because of the identity of the methods used by Russia and because of the lack of a religious and ethnic components. For more than ten years, the European Union and other organizations have been implementing a policy of "small steps" in the Transnistrian settlement, an element of which is Confidence Building Measures. Can Moldavian experience be useful for Ukraine – this is a topic of research prepared by Black Sea Center for Security Environment Research with assistance of Representation of the Friedrich Ebert Foundation in Ukraine and the Republic of Moldova.
